Sri Lanka: Continuing humanitarian concerns and obstacles to durable solutions for recent and longer-term IDPs

7 May 2010: Support needed in camps while returns continue
 
According to the UN’s Joint Humanitarian Update, the Government of Sri Lanka reported almost 83,000 people still staying in temporary camps in Vavuniya, Mannar, and Jaffna districts as of 15 April, the majority of them in Vavuniya camps. With increasing donor attention focusing on returns, the situation in the camps has become tougher, according to the BBC. In early April, each IDP received just above seven litres of water per day, compared to the ten litres prescribed by Sphere standards. People were selling camp rations in order to buy a larger variety of fresh food.
 
The pass system continued to be applied, but there was a lack of information about the process among camp authorities and IDPs. Domestic violence was a problem in camps, and resources to address this issue were insufficient. Furthermore, there was a shortage of teachers for the more than 26,000 students still in the camps.
 
Meanwhile, about 113,000 IDPs had returned to their places of origin, while 92,000 were staying with host families in their districts of origin and more than 1,000 in transit camps there.
