Democratic Republic of the Congo: 1.9 million IDPs in the context of deteriorating humanitarian conditions

IDP News Alert, 26 August 2010: Rapes, killings and displacement continue

Insecurity and grave human rights violations continue to plague eastern DRC in the context of ongoing military operations against various armed groups, and attacks by armed groups on civilians. A UN human rights team has confirmed that members of two militia groups, the Mai Mai and the Rwandan Hutu group FDLR, carried out attacks over four days in a series of villages in North Kivu. The groups raped at least 154 women and looted villagers’ homes while preventing them from fleeing. Meanwhile, members of the Mai Mai were arrested by the DRC government for the recent killing of three UN peacekeepers.

According to the AFP news agency, another rebel group in North Kivu, the Ugandan ADF-NALU, is responsible for a rising number of summary executions and kidnappings, and fighting between the group and the army has caused the displacement of at least 80,000 people since June. Human Rights Watch has also reported that the Ugandan LRA rebel group has continued to kill and kidnap adults and children in Bas-Uele District, Orientale Province, causing further displacement.

The head of MONUSCO, the peacekeeping mission which replaced MONUC, said that the rebels were still a huge threat to the population. UNHCR reported that despite the continuing violence, six out of the seven camps run by the agency and partners in North Kivu had closed, allowing some 900,000 IDPs to return home. Over 1.9 million people were displaced in North and South Kivu, Orientale and Equateur Provinces as of the end of 2009.
