Colombia: New displacement continues, response still ineffective

22 October 2009: New displacements in continuing armed conflict

Colombia’s internal armed conflict continues to cause displacement. The assassination of a family by the rebel Revolutionary Armed Forces of Colombia (FARC) in a small settlement in the department of Huila resulted in the displacement of more than 500 people, who fled fearing more attacks. Most fled to small towns within the department, which have struggled to support them with limited resources. Some food rations and emergency kits have been provided by the national displacement agency, Acci—n Social, but their situation is still dire.

Meanwhile, in the south-western department of Nari–o, some 900 people were displaced by fighting in the municipality of Olaya Herrera, while it has been reported that 500 more are at high risk of displacement. Those displaced are mostly Afro-Colombians and indigenous people who fled heavy fire between government and FARC forces.

The conflict has also spilled over the border into Ecuador, where two community leaders working with Colombian refugees were assassinated by unidentified assailants. While the inhabitants of the small border communities prefer not to talk about the events as they fear retaliation, it is suspected that paramilitaries were responsible. Ecuadorian authorities are called to identify and punish those responsible.
