IDP session at UNHCR-NGO Annual Consultations focuses on identifying IDPs outside camp settings

Most people displaced by conflict or violence do not flee to organised settlements or camps set up by governments or emergency relief agencies, in which their numbers and needs can be more easily identified. Where do they go? How do they cope? What support do they need? Answers to these questions remain elusive, but processes to find such information exist and are starting to be discussed and applied in various countries.

The IDP session at UNHCR’s Annual Consultations with NGOs on 30 June 2010, co-organised by the Danish Refugee Council and NRC/IDMC, focused this year on IDPs outside camp settings. The aim of the session was to bring to the fore the specific challenges of identifying this majority of IDPs, to make concrete recommendations on how to provide effective protection and assistance to them, including to those among them with particular vulnerabilities and needs.

A plenary session included a context overview of IDPs outside camps, a presentation of the challenges in ensuring their participation in decisions relating to them, and case studies from Kenya, the Central African Republic and the South Caucasus. Three working groups identified challenges in responding in emergency and protracted displacement situations to IDPs dispersed in rural, semi-rural and urban areas.
