Israel, as the occupying power of the Palestinian territories, is bound by International Humanitarian Law and has the obligation to administer the occupied territory to the benefit of the local Palestinian population and needs to put in place the necessary regulatory and administrative measures to ensure the right to an adequate standard of living for people under its control.
