Philippines: Insecurity and insufficient assistance hampers return

Hundreds of thousands of civilians in the Philippines have this year been forced to leave their homes and livelihoods, once again displaced by the fighting between the Armed Forces of the Philippines (AFP) and the Moro Islamic Liberation Front (MILF). It is estimated that more than 400,000 civilians have been displaced since the military launched a major operation against a MILF camp near Pikit town in North Cotabato in February 2003.
