IDMC’s estimate of the total number of IDPs in Kosovo is based on a national database maintained by the Ministry for Community and Return and refers to people displaced during the conflict in 1998-1999. The database is updated with the support of UNHCR and other partners and is used to provide assistance to displaced families.

The slight decrease in the figure since 2017 represents the number of people the government reported as returnees. Because no information was available about these returnees, IDMC categorised these returns as a partial solution.
