A review of the legal framework in Zimbabwe relating to the protection of IDPs
Zimbabwe became one of the first countries in Africa to demonstrate commitment to a legally binding IDP framework by signing the Convention on Protection and Assistance for Internally Displaced Persons (the “Kampala Convention”) in October 2009. Zimbabwe has not yet passed implementing legislation for the Kampala Convention, as required of ratifying states. IDMC, in collaboration with stakeholders, has produced this report to reduce protection gaps, review the laws most relevant to internal displacement and evaluate them against international, regional and sub-regional standards governing the protection of IDPs. The study aims to provide the Government and other actors working on IDP issues with a map of the gaps in the existing legal framework which prevent IDPs from exercising their rights and proposes recommendations.
